Pomona : No Felt-Tip Pens for Minors

To help combat the city’s graffiti problem, the City Council this week passed an ordinance banning the sale of most felt-tip marking pens to minors.
The measure, proposed by Councilman C. L. (Clay) Bryant, amends an existing ordinance that prohibits those under 18 from purchasing spray paint without written authorization from a parent or guardian.
The amendment, passed unanimously by the City Council Monday night, extends the same restrictions to felt-tip markers that have a tip larger than one-sixteenth of an inch at its widest point.
As amended, the ordinance also makes it illegal for minors to possess either spray paint cans or marking pens between the hours of 8 p.m. and 8 a.m. while in public.
