Afghan rebel leaders announced a proposal to form a coalition Cabinet to replace the Communist government of President Najibullah and ensure the withdrawal of Soviet troops from Afghanistan. The proposal, however, is not expected to be accepted by the regime in Kabul. Leaders of the seven-party rebel alliance said in a statement issued from the Pakistani border city of Peshawar that the 28-member transitional Cabinet would be made up of 14 ministers from the rebel leadership, seven representatives from among the 3 million Afghan refugees in Pakistan and seven Muslims in the Kabul administration.
