FBI Excesses

I agree heartily with columnist Jerry Berman that laws are needed to curb FBI excesses; administrative fiat is too easily amended in the executive branch (Op-Ed Page, Feb. 4).
An aspect of this whole thing was overlooked, it seems to me. William Webster was appointed to the FBI and approved midst considerable acclaim. Yet this Coalition in Support of the People of El Salvador (CISPES) operation occurred on his watch.
What concerns me is this: Did any other excesses at the FBI take place during his tenure? What does the CISPES thing say about how Webster will administer the CIA? In short, is anyone (e.g., congressional oversighters) checking?
