Soviet Deputy Foreign Minister Yuli M. Vorontsov met in Islamabad with Pakistani President Zia ul-Haq to discuss Moscow’s new offer of a May troop pullout from Afghanistan and forthcoming talks in Geneva between Pakistan and Afghanistan and recent U.N. efforts to reach a settlement of the Afghan crisis. Vorontsov also met with Zain Noorani, minister of state for foreign affairs, and Abdul Sattar, the foreign ministry secretary. Earlier in the day, U.S. industrialist Armand Hammer met with Zia to discuss the latest Afghan developments. Hammer visited Afghanistan in October as a private citizen in an attempt to arrange a pullout of Soviet troops.
