The first Irish Republican Army suspect ever extradited from the United States went on trial in London for the slaying of a police officer 13 years ago. William Quinn, 40, an American citizen from San Francisco, pleaded not guilty to murder charges stemming from the shooting death of patrolman Stephen Tibble, 21, in 1975. Quinn, who lived in California both before and after an 8-year stay in Northern Ireland, was arrested in September, 1981, in Daly City, south of San Francisco. After a 5-year battle in U.S. courts, he became the first American extradited to Britain under the terms of a July, 1986, treaty covering suspects accused of politically-motivated crimes.
