Alan L. Siegner, 48, has been named president and chief operating officer of Newhall Refining Co., Los Angeles. Previously he was the executive vice president and chief operating officer of Edgington Oil Co., a privately held refiner and marketer of asphalt, gasoline, diesel and aviation fuel.
