The State : Homeless Aid Project Begins

State and local welfare agencies this week began a new $40-million program for 30,000 homeless California families. Under the one-year plan, qualifying homeless families will receive up to $30 a day for three weeks and, in some cases, an extension to four weeks. Rental deposits will be available to place families in permanent housing. Federal officials initially rejected the program, then advised California’s Health and Welfare Agency it could start on schedule. State legislation that created it as a joint project required federal approval. Kathleen Norris, a spokeswoman for the state Department of Social Services, which will administer the program, said there was no explanation for the administration’s change of mind. “We’re just relieved and very pleased they have approved it,” she said.
